政府投資職能類話題,論述政府是否應(yīng)該承擔(dān)教育和醫(yī)療的費用,整體難度并不大,可以結(jié)合政府投資基本原則,討論政府投資的好壞來進行論述;
Body 1
Citizens,as tax-payers, have been doing their bit to the nation. Therefore, as returned favors,the government, as the organizer and coordinator of the whole society, undertakes the due obligations and inescapable responsibilities to allot money to free healthcare and education. Furthermore,only with the government’s financial injection ,can citizens, especially the underprivileged ones, be reachable to medical care and cutting-edge knowledge. By this means, people afflicted with maladies can access efficacious treatments and all students benefiting from government subsidy are furnished with frontier knowledge. Ultimately, gratuitous medical care elevates citizens' health index and education fosters high-caliber talents in all walks of life,thereby constructing a harmonious and prosperous country.

Body 2
Nevertheless, apportioning full responsibilities to governments is ludicrous. The masses are the direct beneficiaries of a full-fledged health-care and there are a medley of contributing factors for health problems, among which the chief culprit would be people’s unhealthy habits. For example, weak-willed people, yielding to the guilty pleasure of junk foods, can hardly refrain from the urge to order crunchy hamburgers. In this case, individuals should be held accountable for their health because the government cannot forcibly dictate how citizens live a life. Aside from health, neither should the government take full onus for education. Given the finite budget, the full responsibility engenders a hefty economic load on governments because other fields equally intertwined with our life standard and national security, namely environment, agriculture and military, also cannot not be downplayed. If the government covers all children’s tuition, the strides of these domains are bound to be stymied because of funding shortfalls, thus impairing overall national strength.
解析
