This is mainly because the sea of people each year tend to flood into metropolitan areas, as they hold the conventional wisdom that only when dwelling in large cities can they seek for better job opportunities, which further incurs the scarcity of housing. Once average people change such a convention, the number of residents in modern cities will diminish, thus relieving the crisis. / However, although ordinary people can persuade others not to crowd into large cities, they are not empowered to force others to do so. In comparison, the government can issue certain subsidisation policies to make rural areas more attractive alternatives.

Thus, it is not companies but authorities that have not only the ability to take every factor into consideration but also the power to decide what kind of housing to be built.
